ด้วยกรมทางหลวงมีภารกิจเกี่ยวกับการพัฒนาโครงสร้างพื้นฐานด้านทางหลวง การก่อสร้างและบำรุงรักษาทางหลวงให้มีโครงข่ายที่สมบูรณ์ครอบคลุมทั่วทั้งประเทศ และเชื่อมโยงกับประเทศเพื่อนบ้าน เพื่อให้ประชาชนได้รับความสะดวก รวดเร็ว และปลอดภัยในการเดินทาง โดยแผนปฏิบัติราชการของกรมทางหลวงมุ่งเน้นการพัฒนาและดูแลบริหารจัดการโครงข่ายทางหลวงที่สะดวก เชื่อมโยง เข้าถึง ปลอดภัย ตามมาตรฐานลำดับชั้นทางหลวงที่เป็นมิตรต่อสิ่งแวดล้อมและคนทุกกลุ่ม ภายใต้นโยบายการดำเนินงานและบริหารงานเพื่อยกระดับความปลอดภัยและคุณภาพงานทาง สู่มาตรฐานสากลด้วยเทคโนโลยีและนวัตกรรมขับเคลื่อนเศรษฐกิจของประเทศ เพื่อประชาชนและประโยชน์ส่วนรวม รวมทั้งมีเจตนารมณ์ยึดมั่นในการต่อต้านการทุจริตคอร์รัปชันและผลประโยชน์ทับซ้อนทุกรูปแบบ สอดคล้องตามแผนการปฏิรูปประเทศด้านการป้องกันและปราบปรามการทุจริตและประพฤติมิชอบ (ฉบับปรับปรุง) ในกิจกรรมปฏิรูปที่ ๔ การพัฒนาระบบราชการไทยให้โปร่งใส ไร้ผลประโยชน์ ซึ่งมุ่งเน้นการแก้ไขปัญหาการทุจริตและประพฤติมิชอบในระบบราชการ ผ่านการเสริมสร้างจริยธรรมและรักษามาตรฐานวินัยข้าราชการให้เป็นมาตรฐานเดียวกัน
ดังนั้น เพื่อเสริมสร้างวัฒนธรรมองค์กรและค่านิยมในการปฏิบัติราชการให้เป็นไปด้วยความสุจริต เป็นธรรม ภายใต้กรอบกฎหมาย และกฎระเบียบที่เกี่ยวข้อง จึงขอประกาศเจตนารมณ์ร่วมกันว่า “ผู้บริหารและเจ้าหน้าที่ของกรมทางหลวงทุกคนไม่รับของขวัญและของกำนัลทุกชนิดจากการปฏิบัติหน้าที่ ทั้งในขณะ ก่อน และหลังการปฏิบัติหน้าที่ อันจะส่งผลให้เกิดการทุจริตและประพฤติมิชอบทั้งในปัจจุบันและอนาคต (No Gift Policy)” ตลอดจนยึดมั่นในหลักธรรมาภิบาล และปฏิบัติตามมาตรฐานจริยธรรม ทั้งนี้ ให้ผู้บริหารและผู้บังคับบัญชาทุกระดับประพฤติตนเป็นแบบอย่างที่ดี เพื่อเป็นบรรทัดฐานให้เจ้าหน้าที่ของรัฐในสังกัดกรมทางหลวงถือปฏิบัติอย่างเคร่งครัด ซึ่งจะเป็นรากฐานในการสร้างระบบราชการไทยที่โปร่งใส ไร้การทุจริต เพื่อประโยชน์สูงสุดต่อประเทศชาติและประชาชน
จึงประกาศให้ทราบและถือปฏิบัติโดยทั่วกัน

The Department of Highways is a government agency with the core missions including highway infrastructure development, construction, and maintenance of highways to ensure a comprehensive network that spans seamlessly across the entire country and connects with neighbouring nations. This strives to provide the public with convenience, speed, and safety in travel. The Department of Highways’s action plan emphasises on developing and managing a convenient, well-connected, accessible, and safe highway network in accordance with environmentally friendly and inclusive highway hierarchy standards. Under its operational and administrative policies, the Department aims to enhance road safety and elevate highway quality to international levels through technology and innovation for the public and national benefit. With a firm resolution to combat corruption and all forms of conflict of interest, in alignment with the National Reform Plan on Prevention and Suppression of Corruption and Misconduct (Revised Edition), particularly Reform Activity No. 4, which focuses on the development of a transparent public administration system free from vested interests. The initiative emphasises on addressing corruption and misconduct within the civil service through strengthening ethical values and maintaining uniform disciplinary standards.
Thus, to foster an organisational culture and core values grounded in integrity, fairness, and lawful conduct in accordance with relevant laws and regulations, we hereby declare our collective intent that “all executives and officials of the Department of Highways shall not accept gifts or presents of any kind in connection with the performance of their duties, whether prior to, ongoing or subsequent to such duties, as this could lead to corruption and misconduct both in the present and in the future (No Gift Policy)”. Additionally, we affirm our commitment to the principles of good governance and to conducting ourselves in accordance with ethical standards. Executives and supervisors at all levels shall act as good role models and serve as a standard for officials under the Department of Highways to strictly adhere to. This shall serve as a foundation for building a transparent public administration system free from corruption, for the utmost benefit of the nation and the people.
